Tier 3 means they can confirm the packs are unopened and there are the correct number of packs, but not that they are original to the box. This box was part of the Topps National Wrapper Redemption program. When you brought your box to Topps they removed the wrap but then sealed the box with National Wrapper Redemption stickers. The stickers are present and there's no reason to think the packs have been switched out but BBCE had to lift the stickers to inspect.
